It's a video of some street fighter II combos. Who ever this person or persons are, they are not too bad. Always good to some really great show of skill for such a fun little fighting game.
While I'm a fan of the series I do prefer the King of Fighters series (from 94 to 2003)... I haven't played the atamis wave or XI yet.

Hopefully you'll enjoy all that this website might someday have to offer... I know that we'll all have a few laughs (Mostly at my own expense) but maybe we can pretend to learn a thing or two from each other.
